At this time, we have moved our CPD Luncheons to the U of C downtown campus at the corner of 8th St SW and 8th Ave SW.   With the current economic environment and corresponding lower member attendance we have needed to secure a more cost efficient venue.  The U of C downtown campus has very nice luncheon meeting space and catering allowing us to avoid increasing participant fees.  The location is also just steps away from the LRT stations.  Join us for great presentations, an opportunity to connect with colleagues and a superb meal.

Presentation Description:

Metering and measurement systems contain some of the most important processes that feed production accounting yet are some of the least understood. Part of the reason is that these processes are performed at the field level, far away from those using the end results. Communication is important between field operations and production accountants, but more so is the fact that automated measurement systems, now integrated as part of control systems, are taken for granted.

We tend to assume that volumetric data is correct coming into the production accounting systems without fully understanding or documenting the processes of data gathering, calculations, and handoff to the production accounting systems. With the advent of the Enhanced Production Audit Program (EPAP) in Alberta and soon to be in Saskatchewan, measurement systems are being more scrutinized for accuracy and audit. This presentation will assist in peeling back the layers of mysticism in the gathering, calculation, and movement of volumetric data from the field and will demonstrate key points where controls should be built to assist in reducing the risk of incorrect or incomplete data.

Gary Fiselier CPA, CGA – Specialist, Measurement, Technical Services

Gary has been in the oil and gas industry for over 35 years. Starting as a production accountant at a major gas plant, his first job was to read and interpret gas charts and perform daily plant balances and monthly S-report submissions to the Energy Resources Conservation Board (ERCB), the predecessor to the Alberta Energy Regulator (AER). Since then, his roles have included marketing accounting, budgeting, systems support, field data capture, production auditing, and measurement.

For many years, Gary was involved with a Production Self-Audit program at a major oil and gas producer before the Enhanced Production Audit Program (EPAP) was introduced. With this knowledge, he was seconded to AER for a year to assist with the design of the EPAP program prior to its rollout to industry.

Today, Gary provides his measurement and regulatory reporting knowledge and expertise to Engineering, Operations and Logistics at Pembina Pipeline. As a Measurement Specialist, he focuses on ensuring that measurement systems are built and operating properly and performs troubleshooting on measurement issues and anomalies. He also ensures that proper controls are in place and operating properly for EPAP.

Gary is a Certified General Accountant and currently sits on the board of directors for the Canadian Institute of Hydrocarbon Measurement (CIHM), the Canadian School of Hydrocarbon Measurement (CSHM), and the Industry Measurement Group (IMG). He has presented numerous technical papers to the Canadian School of Hydrocarbon Measurement, Canadian Artificial Lift School, Canadian Gas Association (CGA), Certified General Accountants Association of Alberta, and the Industry Measurement Group.

CANCELLATION POLICY
CPD Luncheon attendees must contact the CAPPA office in order to cancel their registration. Cancellations must be received in writing by email (office@cappa.org). The following refund policy is in place:

– Full refunds will be given up to 10 days prior to the event.


– A 50% refund will be given up to 6 days prior to the event.


– Refunds will not be provided thereafter. 


There is an administration fee of $20 to cancel.

 

Registration, however, may be transferred to another attendee without an administration fee. Please notify CAPPA of the transfer to another attendee. The original registrant would be responsible to sort the payment out offline with the new attendee.
